bump PyO3 to 0.28.2

PyO3 dependency should be bumped to 0.28.2.

Memory corruption issue was addressed in this version of PyO3 (PyO3/pyo3#5807 (comment)), and a few minor compile-time fixes were introduced in a previous patch.

This can be merged; the memory corruption issue mentioned in OP does not affect jiter's use of PyO3.
