Updates for approved Helm SUPs

Description

• Updates to the specification to indicate support for Helm v3 and v4 based on the approved SUP
• Updates to the specification to indicate restricted function support with Helm based on the approved SUP

This PR is for the specification content. There is a companion PR in the general_website_content repo for the changes to the specification content.

This read me file in the documentation_website repo gives information on how to render the website locally.
