Removes the legacy rkt builds and ACI builds, and updates the Dockerfile OpenSSL dependencies to include
perlandlinux-headerswhich were introduced in the Luvi OpenSSL 3 update. The make target is also updated fromregular-sharedto justregular.Note: if you do test the Dockerfile, it will build the image correctly but Lit won't launch, this is due to #357.
