gulp-stylelint v13 incompatible with ESM-only stylelint v17

gulp-stylelint v13 uses CommonJS (require('stylelint')) to load stylelint, but stylelint v17 completely removed its CommonJS Node.js API and is now ESM-only. The override forcing stylelint: ~17.1.0 into gulp-stylelint will cause a runtime crash when the CSS lint gulp task runs. The gulp-stylelint package also declares peerDependencies of stylelint: ^13.0.0, confirming it was never designed for v17.

stylelint-config-standard v39 incompatible with stylelint v17

stylelint-config-standard at ~39.0.0 was released for stylelint v16. The stylelint v17 release notes explicitly mention that a compatible version of the shared config was released alongside v17 (v40.0.0).
