Updating docs to include information on fixed-date credit allocations

Note

You may find that there are errors for the vale/lint job that are unrelated to your change.

Description

What did you change?

Added a new FAQ entry: "What is fixed-date Credit Allocation?" to the billing FAQs section. This new question explains how fixed-date credit allocations work for customers on multi-year contracts, including how Credit Auto-Refill (CAR) interacts with scheduled allocation intervals, and what happens when CAR is not enabled. Includes a numbered example to illustrate the behavior.

The new section is inserted after "What happens when I run out of credits?" and before "Do credits expire?"

Reasons

Why did you make these changes? What problem does this solve?

CircleCI now supports multi-year contracts with fixed-date credit allocations as the default behavior for annual plans. The existing billing FAQ had no information about how fixed-date allocations work, how credits are provisioned at scheduled intervals, or how CAR bridges between allocation dates. This left contract customers without public documentation on a core part of their billing experience.

This change is part of MONEY-8449.
