The idea of this PR is to fetch
grcovbinary from grcov releases and in case of failure fallback to installation from sources.This allows us to have extremely fast setup time (downloading and decompressing less than 2MB is essentially instantaneous) without using 3rd party providers such as actions-rs/tool-cache but trusting the maintainer of the project on publishing the correct artifacts.
