Upgraded the entire project to .NET SDK format, upgraded to .NET 6 LTS, made necessary changes to VGMS as of EndianBinaryIO's commit. This will ensure that it will work as it did in the legacy .NET.
Also, the WindowsAPICodePack has been removed, as it has been deprecated for years and has not been worked on since.
