Add by pass to not include packages that were skipped between 7.74.0 to 7.78.0

Small fix to change in the behavior of ddev release tag --final so that it doesn't re-add the integrations that were mistakenly not shipped in agent 7.74 to 7.78.0. These were manually removed here:
