Motivation

  • Separate CAC standard stewardship from Summit to remove vendor control perception and enable regulator and auditor trust.
  • Provide a credible, auditable certification authority and anti-capture governance model to accelerate enterprise adoption.
  • Preserve Summit strategic influence while preventing fragmentation and ensuring multi-stakeholder legitimacy.

Description

  • Add docs/governance/CAC_GOVERNANCE_FOUNDATION_AND_CERTIFICATION_AUTHORITY.md, a six-part blueprint covering foundation structure, standard ownership, certification authority design, ecosystem roles, trust/audit controls, and a 0–180 day transition plan.
  • Update docs/roadmap/STATUS.json to register the CAC governance-foundation initiative as completed and refresh last_updated and summary metadata.
  • This is a documentation-only change that does not modify runtime code, libraries, or CI policies.

Testing

  • Validated docs/roadmap/STATUS.json formatting with python -m json.tool docs/roadmap/STATUS.json, which succeeded.
  • Verified presence of the new governance document and that the roadmap metadata reflects the added initiative; no code tests were required for this docs-only change.
