People have been talking about supporting a /catalogs endpoint for years. Some organizations have built their own versions of this idea, but because there has been no general, community-approved specification of how this should work, standard ecosystem tools cannot be used or standardized. Ultimately, this fragmentation means the core interoperability goal of STAC itself remains unrealized. Alternatives to a dedicated /catalogs route, attempting to provide similar functionality, can feel hacky at times, even if brilliantly executed.
