PowerFactory: import transformer voltage control

Describe the current behavior

We ara today importing transformer taps model but we are not supporting attributes related to volatage control neither for 2 or 3 windings

Describe the expected behavior

We should read and process:
ntrcn for OLTC or not
t2ldc (0 for HT, 1 for BT, 2 for EXT),
imldc (V, P ou Q),
usetp (voltage target),
And also so others for remote control
