Feature: Order by related in tag suggestion

The current tag suggestions are sorted by count not by related. So, things like this happen:

When it's supposed to be like this:

I would like to have the order be by similarity not by count.
Like for example, if I type 'hon', I would like to see 'HONkai_(series)' first rather than 'headpHONes'.
In other servers it seems like its not actually by order since the suggested is just something tagged once instead of something that is tagged the most. Or it is by count but least to most instead of most to least.
