Cannot move bookmarks when Reduce Motion is enabled

What Happened?

Dragging and dropping bookmarks doesn't move them at all.

io.elementary.files --debug outputs nothing.

Steps to Reproduce

1. Enable Reduce Motion in Desktop > Appearance.
2. Add a bookmark to any folder in Files
3. Drag it and attempt to drop it on another position in the sidebar.

As you drag the bookmark, the drop spots are drawn as expected to show you where you can drop it.

Expected Behavior

Bookmark should move where you drop it.

Thanks for the report, which I can confirm. The "reduce motion" setting was introduced after the drag bookmark with animation facility - thanks for noticing this unexpected regression. I'll look into it.
