Implement HTML fetch() ReadableStream interface

Implement the [HTML fetch() ReadableStream](https://developer.mozilla.org/en-US/docs/Web/API/Streams_API/Using_readable_streams) interface in `peer.fetch()` to allow developers to access `WebSockets` end points on IoT devices in addition to request/response REST APIs.
