Worth a quick discussion on scope - Currently landscape replacement changes all grass-containing tiles which normally have climate-specific variants: terrain tiles, canal/river and road/rail infrastructure and airports (because ogfx2 provides the enhancement of correct grass for airports). Another way of phrasing this is that it replaces grass containing ground tiles which should already exist, because infrastructure/buildings on them are used by all climates.

Buy those rules, I should be replacing the HQs, but climate-specific houses and industries are out of scope (for now at least).
