“create_rb_state” will clear the "rollback index", but the "rollback index" is not cleared after adding the above cl, is it right?

Hi,
I did not encounter any problems when working on the 3.18.0 branch, but encountered problems when working on the 4.4 branch. I found that the rollback index was not cleared when writing the lock state.
When updating lock state, all stored_rollback_index[n] locations must be cleared, please refer to https://android.googlesource.com/platform/external/avb/#locked-and-unlocked-mode
