Goals 1/18

[ClimbsRocks]

• write test for loading concordia
• deploy to pypi (0.0.1. Our 0.1.0 release will be once we have a fully functional version with all the discrepancy reporting, but for now, we'll deploy it to let people start collecting data)
• build out tests for discrepancy checking.
  There are going to be a lot of tests. And we'll have to figure out what format we want our return values to take.
